Well this is how I imagined the combat being. Your overall military strength will depend on much gold and resourced your investing into combat.

- When you first start out, you have absolutely no way fighitng titans but you will still need to invest in your military a little for a policing force to stop riots and criminal acitvity.
- After some tech upgrades, you gain the ability to use ground canons which are able to kill titans though they are largly ineffective.
- Further tech upgrades unlock 3dmg gear
- Soldiers are more effective the longer the train for (3 year minimum while bonus years make them more effective.)
- Donations to the church can allow you to mount wall canons
- Investing in Hanji can give a boost to all your ground units due to increased knowledge about titan physiology
- Stationing a commander at a province will give a bonus to all combat units
- Ect, Ect


Of course random events can happen that can increase your combat strength as well

- A titan shifter appearing in one of your towns (can be like eren or can be secretly hostile)
- One of your soldiers becoming a prodigy (Mikasa/Levi)

I've never played clash of clans myself but thats a good example of what i was thinking of only single player and the possibility of actually being exterminated.

You could choose what class you want o be.
You can be the king only at level x.

No it won't be like an starcraft or other crazy rts games, it would be more slow paced like "Evil Genius" and "Virtual Villagers". So even though it's real-time it's will focus more on overall strategy intsead of crazy micromanagement and typing speed. Also the combat would be like strategy game combat. You can tell your garrison tropes, "alright go move the canons in this position and attack any titans that come into position" but you couldn't control them directly. The same with 3dmg squads, you could tell them "go kill that abnormal titan" but you wouldn't actually be playing as them.

This could also result in unseasoned soldiers running away if they think it's a suicide mission and not obeying commands due to war-trauma.
