There are no 20 meter titans, 15 is the tallest. Prove me wrong by giving me a link to the manga scene where we see a 20 meter titan, but I read the manga and I have no memory of this. The tallest one of the small titans (under 50 meters) is the Beast titan that was 17 meters in height.

So naturally, I think 1.3 is waaay too tall, but the beauty is in the fact that you can decide for yourself which titan size you want to play, so if you feel like it's better to play it with 0.2-1.3 go ahead.
