Annie doesn't despawn

basically, after you kill annie , titans come to "eat her" but they dont..
so in the end you can't finish the game because there is always that 1 dead screaming annie that still counts as a living titan.

So in the kill feed when Annie dies, it says:

<H>Human X FEMALE_TITAN(Clone)

as shown here:

Is she not despawning because we're killing a clone, or is that how it's supposed to be?
