You always could and you always can, the reason some people already had accounts when the new ver. came out it's because Feng ported most of the active forum accounts to the game.

Quick Edit: the reason you might not be able to activate your acc it's because the server is overloaded with request at the moment so it's sending the emails at a snail's pace.
Just be patient, some people have already gotten their emails, so at least the emails are getting sent
